The United Kingdom and France to Deploy Troops to the Country if a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The British and French governments have formalized a statement of purpose concerning the positioning of military forces in the nation in the event a peace agreement be made with Russia, the UK Prime Minister, Keir Starmer, has declared.

Subsequent to negotiations with Kyiv's partners in the French capital, he said that the UK and France would "set up defense centers in various parts of Ukraine and build protected structures for arms and equipment" to deter any subsequent invasion.

The coalition members also proposed that the America would take the lead in overseeing a halt in hostilities.

Moscow has on multiple occasions stated that any external forces in Ukraine would be considered a "valid objective", but has so far not commented on this new announcement.

The Situation and Continuing Hostilities

Russian President Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces presently occupies roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to stand with Ukraine for the foreseeable future," remarked the UK Prime Minister.

Heads of state and senior officials from the "Allied Coalition" took part in the Paris negotiations.

Speaking at a combined announcement, the Prime Minister added: "It creates the pathway for the legal framework under which allied and coalition forces could operate on the ground in Ukraine, defending Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the time to come."

The UK prime minister also stated that the UK would participate in any Washington-directed monitoring of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Top American diplomat Steve Witkoff said that "durable security guarantees and robust prosperity commitments are essential to a permanent resolution" in Ukraine – alluding to a major demand made by the Ukrainian government.

The negotiator indicated the coalition had "largely finished" their work on finalizing such pledges "in order that the citizens of Ukraine know that when this conflict ends, it ends for good."

The former US envoy, ex-President Donald Trump's representative, also was involved in the negotiations.

At the same time, France's leader Emmanuel Macron declared that Ukraine's allies had made "significant headway" at the talks.

He noted that "robust" security guarantees for Kyiv had been reached in the instance of a prospective truce.

Ukraine's leader Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but cautioned that he would only view efforts to be "enough" if they culminated in the conclusion of the fighting.

Earlier, he suggested a peace deal was "90% ready". Settling the last 10% would "decide the outcome of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the heart of key disagreements for negotiators.
  • Moscow has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any compromise over how to finish the war.
  • Kyiv has so far excluded giving up any territory, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia follows suit.

Russian forces currently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The pair of oblasts form the industrial region of Donbas.

The earlier US-led comprehensive proposal that was extensively reported to the media last year was perceived by Ukraine and its EU supporters as being heavily skewed in Moscow's favor.

This sparked a period of intensive diplomacy – with the involved parties trying to adjust the proposal.

Recently, Ukraine sent the US an new framework – as well as distinct documents detailing possible security guarantees and arrangements for Ukraine's reconstruction, Zelensky added.
